How to prevent human to human transmitted viruses in this globalized world.

Well- connected in this techno-globalized era, how we can prevent the human to human transmitted viruses suchlike Caronavirus, Ebola and SARS, etc. Viruses were outbreaks of animal to human or made by human.

What happens now in this so called fourth industrial revolution of artificial intelligence age, we could not be able to prevent virus from the Wuhan (China) to other countries. Where is the failure or mistake or biological warfare? Is this China not transparent on the Caronavirus (Wuhan) and W.H.O also cover up China? Or there is no effective prevent system or mechanism on the global level?

Every corner of the globe is a victim of the carnivorous and not only the entire global human race and also every creature also affected. I would say, China is not the transparency on the caronavirus no need so much investigation also and even a child can also understand on caronavirus how china made to the victim entire globe to the caronavirus. I don 'care whatever your government system, whether is this Democracy or Totalitarian but I care when you are affecting other countries and making victim them with your immature activities or intentionally dangerous things to other countries. Here I was quoting from the book Manual of Public International Law by Max Sorensen (page number 540), "A state substantially affecting other states by emanations from within  its borders - nuclear tests, fumes, air or water pollution, diversion of waters- is not abusing its own rights, but interfering with the rights of another, for it is the integrity and inviolability of territory of the injured state that is infringed. Why poorest of the poor or richest of the rich  in the globe victim to this caronavirus(Wuhan)?.What kind of mechanism should be there in the global level preventing human to human transmitted viruses in this globalized world.

Prevention is better than a cure, I would say in this techno age, we must need on the global level effective prevent mechanism with highly specialized experts on bio-pharmacy labs, intelligence agencies, techno experts, virologists, epidemiologists and specialized Doctors. This prevents the task force mechanism on the global level like James Bond movie style must prevent viruses on the globe.

On the other hand, if  another pandemic repeat this entire globe, it will lead to the Deglobalization and it makes countries like isolated from the globe, and also  people movements arise suchlike no need international airports and no need international goods.
